Abstract: This study investigates how persons with disabilities in fragile contexts?specifically Kenya, Uganda, Nepal, and Afghanistan?are disproportionately affected by climate hazards and excluded from adaptation strategies. Through 72 interviews and literature review, it identifies systemic exclusion, mobility barriers, and poor access to shelters and devices. The report urges locally-led adaptation and inclusive policy frameworks, positioning disability rights as central to resilience. Cultural perceptions and structural gaps are discussed in shaping climate vulnerability.
