Abstract: This toolkit provides legal analysis of international protection claims related to climate and disaster displacement. Developed with UNHCR support, it outlines pathways under the Refugee Convention, ICCPR, CAT, and regional instruments like the OAU Convention. It stresses fact-based analysis of persecution, non-refoulement, and disaster discrimination cases. Guidance includes slow-onset harm, human agency, intersectional vulnerability, and community-based evidence. Through case law and practitioner examples, it demonstrates how standard refugee law applies to environmental displacement. The toolkit closes with recommendations on anticipatory legal frameworks, protection mainstreaming, and climate resilience integration in asylum decision-making.
