Abstract: This academic report evaluates the intersection between climate change and disability rights in Kenya, Bangladesh, and Nepal, particularly through the lens of the Convention on the Rights of Persons with Disabilities (CRPD). It reveals that climate-induced budget reallocation in developing countries often sidelines disability inclusion efforts and institutional funding for OPDs. In Kenya, the analysis documents how persons with disabilities are disproportionately exposed to climate hazards, especially during floods, droughts, and evacuation processes. The report highlights systemic data gaps, absence of disability-focused indicators in climate frameworks, and limited participation of OPDs in resilience-building programs. Using qualitative interviews and policy audits, the authors argue for integrating disability-inclusive metrics into disaster risk reduction, climate finance strategies, and national adaptation plans. They recommend strengthening institutional bridges between disability advocacy, climate policy, and social protection systems. This research amplifies calls for rights-based, equitable, and coordinated climate governance tailored to vulnerable groups.
